Stephanie has a degree in Civil Engineering and more than 25 years experience within state government, most of which at the Vermont Agency of Transportation(VTrans). "I was truly fortunate to have had the opportunity to diversify my skill sets while at VTrans." Stephanie's experience includes; bridge and culvert design, building and utilizing GIS and asset management systems. Stephanie became especially interested in emergency management during Tropical Storm Irene response and recovery efforts where she gained extensive experience in the field of emergency management along with the year’s following as Vtrans’ lead representative and liaison to Vermont Emergency Management (VEM) and the State Emergency Operations Center (SEOC). As the State Support Function (SSF) for Transportation I was given the authority to make decisions for the Agency during activations along with planning activities to prepare for emergencies.
During the recovery period of Irene, Stephanie was tasked with tracking many million dollars of FHWA ER monies that were being awarded to contractors around the state ensuring that the Transportation districts were not awarding more than a certain amount to any one contractor in a calendar year while ensuring the scope of work fell into the recovery work category outlined by Federal Highway ER policy. Stephanie also assisted in the State’s efforts in successfully advocating to reverse the initial denial by Federal Highway to reimburse million dollars to the various National Guards’ for their efforts during the TS Irene response. She was also part of the Vtrans team overseeing the FEMA public assistance program for declarations prior to the program migrating to VEM. As the liaison and SSF representative for for Vtrans Stephanie worked with VEM in updating and exercising the THIRA, State Hazard Mitigation Plan along with the State Emergency Operations Plans, Community Points of Distributions and Vtrans’ own Emergency Operations Plan and Continuity of Operations Plans.
